Urban Renewal Feasibility Study and Findings

The City of Sutherlin conducted a feasibility study for an Urban Renewal Area (URA) to serve the downtown and other undeveloped property south of the downtown and surrounding Exit 136 off Interstate 5. The purpose of this study is to:
  • Determine the study area boundary meets the limitations imposed under ORS 457 on acreage and assessed value in an urban renewal area.
  • Establish if blight occurs in the study area;
  • Examine the financial feasibility of urban renewal in the study area and;
  • To examine the impacts on taking districts as a result of the potential of creating an URA in Sutherlin.
